Conflict-Sensitivity and Conflict Analysis Workshop for Danish NGOs in South Sudan
In April 2018, the Danish Network for Conflict Prevention and Peacebuilding was established as a Working Group under Global Fokus, with the aim of strengthening the collective awareness, engagement, and capacity of Danish CSOs on conflict prevention and peacebuilding related issues. Strengthening support, capacity, and opportunities for peer learning on conflict analysis and conflict-sensitivity have been identified as particularly critical areas by the Network’s membership. This has been reflected in the initial activities offered to the Network by the Coordination Group.
While much of the Network’s activities are geared towards a Copenhagen-based audience, the Network has had the ambition to extend its engagement to select country contexts where a critical mass of Danish CSOs have a programmatic presence. To that end, this concept note outlines the suggested focus and composition of a two-day workshop focusing on conflict analysis and conflict-sensitivity to take place in Juba, South Sudan on 14th and 15th March 2019.
Proposed Participation:
The workshop will invite representatives from Danish organizations engaged in programmatic activities in South Sudan, either directly or through affiliated partner organizations or Country Offices (in the case of Oxfam and Save the Children). This includes Danish Refugee Council, Oxfam, Save the Children, ADRA, Danish Red Cross, and Danish Church Aid.
The initiative will also be shared across the Danish Network for Conflict Prevention and Peacebuilding, where others would have an opportunity to express interest in participating. These expressions of interest will be reviewed by the Coordination Group and considered according to their relevance. This should include a consideration of where organizations have a programmatic footprint, ideally with some overlap with the locations DRC or Oxfam have recently conducted a conflict analysis (such as Malakal, Rumbek, Twic East, etc).
Each organization will be able to nominate a maximum of three representatives to participate in the workshop, with DRC and Oxfam having an expanded representation in their capacity as workshop organizers. Ideally, organizational representatives will be drawn from both
programmatic and operational teams.
Proposed Agenda:
Day 1
Session 1: Introduction and problem identification (plenary)
Participants to introduce themselves, their organizations, and their experiences of working on conflict analysis and conflict-sensitivity, including reflections on challenges as they pertain to the SSD context.
Session 2: Overview of concepts and approaches (plenary)
Presentation of key concepts related to conflict analysis and conflict-sensitivity, including how concepts/approaches can be integrated across programme cycle and organizational aspects; Presentation of select conflict analysis tools (such as iceberg, conflict tree, conflict timeline, and actor mapping).
Session 3: Sharing recent conflict analyses (group work - based on locations)
DRC and Oxfam to present recent conflict analyses for select locations (such as Malakal, Rumbek, etc). Participants to then be arranged in groups depending on where their organization is present.
Session 4: From conflict analysis to conflict-sensitivity (plenary)
Drawing out key aspects of conflict analysis to inform practical approaches to conflict-sensitivity, considering both ‘threats and opportunities’ and ‘dividers and connectors’ identified through the analysis. Reflection from participants in plenary on how they currently do this in their work, or lessons learned on unintended consequences when this is not done in a considered way.
Day 2
Session 5: Considering Programmatic and Operational Implications (1) (plenary/group work)
Presentation to plenary demonstrating types of programmatic and operational implications relating to conflict-sensitivity (across the programme cycle, targeting, HR, partner selection, procurement, etc); Fictionalized scenarios developed ahead of time describing contexts with similar features to those analyzed in Day 1, with cross-organizational groups required to discuss and identify programmatic and operational implications relating to conflict-sensitivity.
Session 6: Considering Programmatic and Operational Implications (2) (group work)
Continuing in the same groups, participants to develop guiding questions and suggested process for integrating conflict-sensitivity into both programmatic and operational activities/ processes.
Session 7: Identifying Actions (plenary)
Presentation from the groups based on their work on Day 1, with facilitators drawing out and steering discussion to focus on steps for identifying appropriate actions for integrating conflict-sensitivity across programmatic and operational activities.
Session 8: Monitoring and Decision-Making (plenary/group work)
Discussion on ways conflict analysis and conflict-sensitivity can be monitored and actioned over time. This can also include some group work where participants share current approaches, lessons learned, new ideas, etc.
Session 9: Conclusion (Plenary)
Next steps following from workshop, recommendations (both for Juba-level work and for DK CPPB Network), opportunities for further collaboration (both at Juba-level and for the Network).

The workshop will involve a combination of plenary and group discussions and exercises. So as to ensure the discussions are as practical as possible, much of the agenda will involve cross-organizational groups focusing on specific locations or sectors.
